ELYRIAN ARRESTED ON PANDERING

Elyria – Elyria Police have arrested 38-year-old Kelly D. Snodgrass on charges of Pandering Obscenity involving a minor in connection with two separate incidents in April.

Snodgrass, of Elyria, is accused of approaching an 8-year-old girl in the area of Sherman and Denison on April 28th offering her money. The girl quickly said no and notified her parents. On the same day a 9 year old female was approached inside the Chestnut Commons Wal-Mart by a male with the same description offering her money if she would pull down her pants. The girl also refused and notified a Wal-Mart employee and her parents as well.

Police investigators used store video surveillance footage to identify Snodgrass as the man who approached the 9-year-old girl.

Snodgrass is listed as a Tier III Sex Offender on the Lorain County Sheriff’s Department website. The site lists his offenses as Theft, Kidnapping and Rape of an adult female from September of 2003. He resides on Queens Court in Elyria.

Snodgrass is currently being held in the Elyria City Jail.

He along with all other proven sex offenders regardless of what "level" need to be locked away forever and not be allowed to see day light. I dont believe these people should walk the streets. They can say they are sorry till they are blue in the face guess what I DONT CARE NOR DO I BELIEVE THEM. Lock them up for good.

I hope that Mr. Snodgrass will have a different "tier" attached to his name: Inmate Number on Tier of whatever prison he can be sent to.. Hopefully for the rest of his life.
Thats quite a leap from raping an adult woman to attempting to lure innocent children to expose themselves for money.
When the "thrill" of pandering ran out, you can almost guarantee that his next crimes would have been the raping of innocent children.
With the 2 events in April, it sounds like he was well on his way to becoming a pedophile.
Thankfully, he was identified before an innocent child lost its innocence.
I could support a vote to lock him up and throw away the keys! Patsy

Unfortunately seems like laws are made for criminals. He will probably be out on the streets before you know it!!!!! And it sure doesn't help to have judges who make it their life ambition to let these kinds of people out of jail so they can hurt others. I will be curious to see how this is handled. I bet it was only a matter of time before this guy did something to some other innocent child.

its guys like this that make me wonder if we wouldnt be better off if we had a justice system like some other countries. you steal you loose your hand. you rape you loose something else. i say tie him to a stake in town square and burn his ass for all to see. my daughter walks home from mckinley everyday. i pray to God that nothing like this ever happens to her.

Silverdud,
I agree that the U.S. would be better off if some of our laws were similar to some other countries.
However, that will never happen because it would be considered "cruel and unusual" punishment.
Burning him wouldn't be enough, it would be too easy for the perp... I say: let the victim(s)and their family dish out the punishment and that would be a nice start. Then when he is almost recovered from that: burn him!
That would be a fitting punishment.
I too pray that your daughter will never have such an offense occur to her and she can grow to be a healthy and happy young lady, Patsy
